Florida's New FACT US History Course: Should Your Student Take It Instead of APUSH?
For most Florida families, the short answer is no – stick with AP US History (APUSH). The longer answer depends on one variable: whether your student is going to college inside Florida or outside it. Your answer drives the whole decision.
On May 4, 2026, the Florida Department of Education unveiled the FACT US History framework, a state-developed alternative to APUSH. It will pilot in select districts in 2026-27 before going statewide the following year. FACT (Florida Advanced Courses and Tests) was created by the 2023 law HB 1537. Here's why most families should still default to APUSH.
The Credit Question That Decides Everything
FACT credit only counts at Florida public colleges and universities.
A passing FACT score earns credit for the two intro US History courses required at every Florida public college, plus the state's civic literacy requirement. That credit is real if your student attends UF, FSU, UCF, USF, FIU, FAU, or another school in the Florida State University System.
APUSH credit, by contrast, transfers nationwide. A 4 or 5 typically earns three or more credits at universities across the country (selective privates often grant placement only). Per NewsNation's reporting, FACT credit is structured to stop at the Florida state line.
A similar pattern has emerged before. Florida families who chose AICE over AP in past years sometimes found that state public universities, including California and New York public universities, frequently declined to award the same credit they gave AP students, even though AICE is a recognized international program with decades of track record. FACT is brand new and state-specific. The recognition gap will almost certainly widen, and it will not be limited to the two states mentioned above.
How Out-of-State Admissions Offices May Read It
No out-of-state admissions office has issued a public position on FACT yet. However, early feedback from independent counselors has been consistent. Florida-based college counselor Jodi Furman, quoted in the Orlando Sentinel, called FACT a potential "excellent option" for in-state-bound students but recommended that anyone targeting out-of-state schools stick with AP or IB: "AP has been around for an extraordinarily long time. It's well respected and widely known."
Our colleagues at JRA Educational Consulting routinely speak with admissions officers at universities across the country. The consistent message: AP is typically the safer choice over dual enrollment or state-specific accelerated programs, because AP carries a national exam, a known rigor benchmark, and a recognition framework that every admissions office already uses. FACT carries none of those qualifications yet.
How To Decide
The decision reduces to two questions.
Is your student locked into Florida's State University System? If yes – UF, FSU, or another Florida public university only – and the district offers FACT, the credit will be honored. It’s a reasonable choice.
Is there any possibility of applying out of state? If yes - even a "we don't know yet" situation- default to APUSH. The credit transfers everywhere and the transcript reads cleanly.
For in-between students – a junior who is "probably" staying in Florida but may apply out of state as “reach” options – choosing FACT closes doors at the schools where the course is least recognized. Choosing APUSH costs nothing if the student ends up at UF. Asymmetric downside. Default to APUSH.
What To Do This Month
Three concrete moves for Florida families, especially rising juniors selecting next year's courses:
Contact your district directly. Florida DOE has not published the list of districts offering the 2026-27 FACT pilot. Orange, Osceola, and Lake counties have publicly declined; most others have not announced. Your school counselor is the only reliable source.
Build the college list before the course list. The FACT-vs-APUSH decision flows directly from your student's target schools.
Don't let the newness of FACT crowd out APUSH preparation. The May AP exam is the only score that travels everywhere. Strong AP exam prep is still the higher-leverage investment.
Frequently Asked Questions
Will out-of-state colleges accept FACT US History for college credit?
No. FACT credit is currently designed for use only within Florida's public college and university system. Out-of-state schools have no obligation to recognize it. Students aiming outside Florida should stay with AP or IB for portable credit.
Is FACT US History replacing APUSH in Florida?
No. FACT is optional. APUSH remains available, and most Florida districts have not yet committed to offering FACT in 2026-27. Orange, Osceola, and Lake counties have publicly declined the pilot. Check with your school counseling office for your district's status.
How will admissions officers view FACT on a transcript?
Out-of-state readers will see an unfamiliar course with no national exam to anchor the rigor. Independent counselors are advising out-of-state-bound students to stick with AP or IB. In-state Florida public universities should treat FACT as recognized rigor once the program is established.
